The Northern Ireland Department for Social Development (DSD) first coined the name "North East Quarter" in their masterplan for the area published in 2005 During the project's life so far it has been proposed and redesigned a number of times, while under the ownership of different companies.the original preferred developers were Ewart Properties where the regeneration scheme was renamed to “Royal Exchange” with a total area of 800,000 sqft. The scheme has since been taken over by Castlebrooke Investment and the area has grown to 1.5 mil sqft and has changed the scheme’s name to “Tribeca” similar to New york.

There have been backlash regarding the regeneration as conflict between locals and the developers arise. The main issue with Tribeca was that it would force local small businesses to shut down. An organisation named ‘Save the cathedral quarter’ was created as an opposition for the plan. There were also concerns towards the name ‘Tribeca’ as many believe it was just a “superficial branding exercise”.
